With 87 hp the car takes forever to get back up to speed, so the only winning strategy is to maintain speed to the extent possible around corners. A big wing, and downforce a the front, will allow the car to corner at high speeds. I shouldn't have to explain this.

Aerodynamic effects become non-zero above 40 mph or so, and grow in importance above that. Aero helps even on an autoX course, 40-70mph, hence why Solo II rules regulate aero so much.

People often mistakenly think a wing "only works at speeds above 200 mph" or some crap. I have even heard a physicist make that claim (he was not a very bright physicist). People are just prejudiced against aero, unless the underlying car cost > $80,000 or so.
